Job Summary
Provide leadership in managing and driving improved procurement and contracting strategies in the Business Unit. Provide oversight and recommendations to senior management related to complex contract negotiations and vendor compliance. Responsible for directing the work activities of the Contract Management Department, interfacing with legal, risk management, project managers and various departments. Ability to exercise considerable initiative, independent judgment, discretion and the supervision of staff.

Job Description
Build and develop Contract Management Staff and provide oversight of the contract award functions, in the activities related to the development, negotiation and administration of nuclear contracts supporting outage and station projects.
Negotiate and award contracts ensuring services and rates are obtained that represent the company's best business position. Focusing on labor rates, warranty provisions, liquidated damages and liability to ensure risk is reduced to the lowest acceptable level.
Provide prudency reviews for labor and service contracts for bid and sole source justifications, budgeting, support documents and proper authorization levels/approvals to ensure compliance with AEP procurement procedures.
Monitor and review business unit activities to ensure strict adherence to AEP Procurement Policies, Corporate Code of Conduct and the requirements of the nuclear safety qualifications of vendors and services performed. Establish contract standards, bid procedures and oversee the resolution of financial issues with vendors.
Maintain and coordinate project control points with Legal, Risk management, Procurement, other departments and third-party providers. Ensure full compliance with AEP procurement and legal to validate proper contracting strategies.
Direct the development of competitive bid packages, bid evaluations, negotiation strategy, scope definition and contract award. Review scorecards to evaluate vendor performance, communicate directly with vendors regarding performance and contractual issues.
Formulate, develop and implement recommendations to systems, programs, processes and procedures related to contracting activities and nuclear responsibilities.
Manage compliance activities, coordination of internal/external audit and reporting requirements for the Business Unit.
Monitor the performance of the department against assigned site goals and take the necessary leadership steps to achieve all goals and targets. Develop and implement strategies to achieve company savings goals while maintaining budgetary compliance and productivity.
Champion new initiatives that will support shared business objectives and enable the company to efficiently operate in a competitive and changing regulatory environment.
MINIMUM REQUIREMENTS:
Education:
Bachelor's degree in business, or a related field of study.
MBA or Purchasing certification is preferred but not required.
5 years' experience managing contracts or vendors in nuclear may be substituted.
Work Experience:
5 years' experience in business services, supply chain, projects or related activities.
OTHER REQUIREMENTS :
Physical demand level is Sedentary.
Knowledge of supply base cost structure and supplier segmentation.
Extensive coordination with corporate legal, corporate accounting, commercial operations, and generation, requiring working across functional boundaries.
Expert negotiation skills Analytical & Technical with the ability to quantify financial benefits for opportunities and initiatives.
Compelling and persuasive communicator with excellent interpersonal skills. Ability to present at varying levels of the organization (up to and including senior executive management) through various forms of media.

$132,562.00-172,331.00 USD
